Without the security and investment provided by the United States, this freshwater system would not be open for shipping, recreation, and responsible use to the same extent as it is today. The United States Coast Guard supplies 9 of the 11 ice breaking vessels on the Great Lakes, securing commercial shipping lanes free of charge. The United States has invested nearly $4 billion in protecting the Great Lakes freshwater ecosystem in the last decade, while Canada has invested far less in similar initiatives over the same period. Within the past 90 days, the Secretary of Commerce (Secretary) transmitted to me a report on his investigation into the effects of imports of unmanned aircraft systems (UAS), as well as their parts and components (together, UAS components), on the national security of the United States under section 232 of the Trade Expansion Act of 1962, as amended, 19 U.S.C. 1862 (section 232). Based on the facts considered in that investigation, and taking into account the close relation of the economic welfare of the Nation to our national security and other relevant factors, see section 232(d) (19 U.S.C. 1862(d)), the Secretary found and advised me of his opinion that UAS and UAS components are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States and provided recommendations for action under section 232 to adjust the imports of UAS and UAS components so that such imports will not threaten to impair the national security of the…

Purpose . The United States Navy has experienced a series of shipbuilding setbacks stemming from overly complex designs and iterative design change procedures, which have resulted in cost growth, delays, and cancellations. The lack of capacity and competition among shipbuilders has resulted in large backlogs of orders across six major Navy shipbuilding programs and a commercial shipbuilding sector that is not globally competitive. An atrophied shipbuilding industrial base, coupled with diminished adjacent supplier bases, has expanded delays and increased costs. THWARTING CYBER CRIMES: Today, President Donald J. Trump signed a National Security Presidential Memorandum (NSPM) empowering U.S. Federal law enforcement to use cyber tools to disrupt transnational criminal organizations (TCOs) that operate in foreign jurisdictions to attack Americans. The NSPM directs the Homeland Security Task Force’s National Coordination Center (NCC) to create a program to conduct specific cyber operations that disrupt foreign TCOs, with two Executive Directors from the Department of Justice and the Department of Homeland Security. The NSPM directs the NCC to leverage the capability and innovation of the private sector to help conduct these cyber operations under the direction, control, and authority of the U.S. Government. The NSPM establishes a framework where private sector companies that willingly participate in the program are encouraged to enter into agreements with other private entities as well Federal, State, Local, Tribal, and Territorial agencies to gather TCO threat information and propose cyber operations that address those threats.
