ENDING CANADA’S UNFAIR ACCESS TO FEDERAL PROCUREMENT: Today, President Donald J. Trump signed a Presidential Memorandum to identify and take steps to remove Canadian-origin goods from Federal Civil Government Procurement in response to Canada’s measures that have denied U. S. firms access to Canada’s federal and provincial procurement markets.
The Memorandum directs the Director of the Office of Management and Budget and the United States Trade Representative, in coordination with the Federal Acquisition Regulatory Council, to identify and take all steps toward removing or otherwise making non-available for purchase Canadian-origin items in the federal civil procurement system. The Memorandum also directs the United States Trade Representative to monitor Canada’s continued treatment of U. S. origin goods in Canadian government procurement. PUTTING AMERICA FIRST: President Trump is taking action to hold Canada accountable for its continued unreasonable and discriminatory treatment of U. S.
goods, which has burdened and disadvantaged hardworking Americans. Canada has received preferential access to the U. S. market for years, while doubling down on and continuing its unfair treatment of U. S. commerce. Despite Canada’s procurement commitments to the United States, Canadian provinces have disadvantaged American small businesses and companies by, among other things, establishing preferences for Canadian products and content under the “Buy Canadian” policy. Meanwhile, Canadian companies have preferential access to over $280 billion of the U. S. government procurement system while U. S.
companies no longer receive equal treatment in the Canadian government procurement system.
